Job Description (Roles and Responsibilities)  

This is an exciting opportunity to join the China team who will manage the £360m UK-China Science and Innovation Partnership Fund, (known as the Newton Fund), with funding split over seven years from 2014/15-2020/21.  This fund is a political priority of the UK Government.  Activities in the fund will be split across three strands: people exchanges, research collaboration, and translation of research. Each strand is led by specific UK delivery partners: Research Councils, Innovate UK, British Council, Met Office, and four Academies: Royal Society, Royal Academy of Engineering, British Academy, and Academy of Medical Sciences. 

The post holder will be the team’s representative in South China, working alongside the British Consulate General’s Science and Innovation Team in Guangzhou.  A large number of the UK’s key stakeholders and science and innovation collaborations are based in Guangdong, therefore this role will provide a key interface between those stakeholders and the Newton Fund. As other members of the Newton China team are based in the British Embassy Beijing, the post holder will need to be confident at building relationships and managing their own workload. 

As the Newton Fund representative in South China, the post holder will be required to work closely with Beijing team members and the Global Newton Programme management team in the UK to maximise the impact of the Fund.  Communications is an important part of this role, ensuring our key stakeholders are informed about programmes and activities, generating high quality applications for funding calls.  This will be a mixture of proactive and reactive activity and will cover the diversity of all strands, for example: from delivering high quality fellowship programme applications to identifying high value joint research centres. 

The post holder will also lead the Alumni Network for South China, finding ways to bring this knowledge into the consular network and drive value for money from the Fund. The post holder will also be expected to horizon scan possible opportunities in South China, feeding these into the relevant members of China and UK teams, to shape programmes in future years of the fund. The post holder will be expected to undertake some travel around South China, conducting meetings with relevant stakeholders on behalf of the Beijing part of the team. 

Build the Alumni Network and deliver evidence of outcomes and impact

Build and maintain the South China Alumni Network through regular interaction and events, leveraging external resources where necessary

Assist Newton Fund Strategic Manager in developing a strategy for the national Alumni Network and to embed the Network into the embassy and consulates to deliver long term value for money

Work with Newton Fund Strategic Manager to build evidence to demonstrate the value the Newton Fund in South China is delivering for the UK by drawing information out of Alumni Network

Successful management of UK delivery partner programmes and joint calls

Work with UK delivery partners (such as Innovate UK) to design programmes and joint calls

Negotiate and establish details of joint calls with Chinese partners that support the overall Newton Fund objectives

Manage joint calls process from issuing the call through to identifying successfully projects, working with Newton delivery partners

Be point of contact for successful projects, bringing the, into the Alumni and Consular Network

Newton Team in China and UK understand opportunities in South China and they are taken into account as new programmes developed for years 5-7

Work alongside the Science and Innovation Network to pro-actively identify new opportunities for all UK delivery partners and new models of collaborations

Support the Newton Fund strategic manager in shaping new programmes, identify programme gaps and propose ways to address these

Respond to individual queries on the Newton Fund

Speaking at relevant conferences and events in South China

The Newton Fund in South China is embedded into the overall priorities across the China Network and HMG

Embed the Newton Alumni Network into the consular network as a source of knowledge and future influencers

Work with teams across the British Consulate General in Guangzhou to ensure the Newton Fund supports their priorities – this could range from Science and Innovation Network, Department of International Trade, Climate Change and Energy, and Political

Ensure the Newton Fund is reflected in ministerial visits, high level dialogues, identify opportunities for announcements, and write briefing

Support the Science and Innovation Network in South China

Support Newton priorities feed directly into SIN priorities, such as the Guangdong Innovate UK funding call

Lead effective external communications activities to engage our Alumni, and the public, communicating the value UK-China partnership and our science

Other duties as requested by the Head of SIN South China

Essential qualifications and experience  

Project management skills

Strong organisational, communication, and networking skills

Strong IT skills, including Word, Excel, Power Point, Outlook, and database management

At least degree level qualification

Fluency in English and Chinese, both written and spoken

Bachelor Degree or above in a relevant field

At least 2 years working experience

Desirable qualifications and experience

We offer a competitive package, which includes basic salary and insurance plan, etc. The gross starting salary for this position before all deductions is RMB 17,670/month for Chinese Nationals.

Conditioned working hours is 35 hours/week from Monday to Friday and flexible working can be arranged upon personal needs.
